Why would anyone buy things with a debit card if they had to pay a fee and transactions against their credit cards are free (besides people who just can't get any credit)?

Some people can't get credit, or have run it up and can't get more. Others don't know they are paying a fee or don't bother thinking about the total cost.

Interesting. You'd think that their computers would stop those transactions.

I don't think there routinely is a check as to the exact amount of funds left if you use the card as a credit card. The charge gets processed later.

Even using an actual credit card can get the same effect. Ever see your agreements mention of "over the limit fee"? You can go over the limit. There is no automatic denial of anything that goes over the limit.

(As for buying groceries, I use my Safeway card. It's set up to do ACH.
