CobaltBlue, I don't know that making consistently foolish/stupid life choices and being stupid are synonymous. Some of the smartest people afoot consistently make foolish/stupid choices. Conversely, some stupid people seem to muddle through and consistently make sound life choices for themselves. I personally am unable to generalize this one.

Dr. Mattox's point was that before FEMA came in with handout debit cards, with no regard to need, many of the people in the Houston shelters had been offered viable and sound life-changing choices, and the people had demonstrated hope for a better future for them and for their children. Dr. Mattox also stated that he had no objection to seed money when tied to a job and shelter on a (hopefully) permanent basis. What he objected to was the willy nilly handout of funds and the effect those handout funds had on people who had seemed, up until receiving those funds, eager to change their life circumstances for the better through the fruits of their own efforts.
