Sunnyvale's Wi-Fi report tinyurl.com says their effort started in March 2005, working on some goals adopted in 1996.

I could not find reports on 'the private citizen & the sweat costs incurred during the developmental stages', but there must have been a lot more time and effort involved in Smart Valley tinyurl.com (a 1993 report) leading to the creation of Wireless Silicon Valley. tinyurl.com reports on an NTIA hearing in Sunnyvale in 1994 on Open Access to the Information Society.
