China seems to be the low cost option. Mainland China might be subject to export restrictions for leading edge equipment. Pacific NW sounds like an alternative as there are many mid size chip makers located in Portland/Vancouver area. can't imagine being more expensive compared to Japan and Taiwan is getting too crowded.
