Or would it be an implied threat that that he might be less favorably disposed to you in the future? Oh, I'd have in the back of my mind that the letter could be a threat, but not as a threat to pull my license. Maybe a threat to not agree to further interviews with my news team. Or to agree to show up for a live broadcast and then come up with a last minute emergency. It's a stretch to infer a threat to pull a license to broadcast. Besides, they couldn't get away with that even if that's what they wanted to do so the threat is toothless.
