My question about that is, do you think we are recruiting policemen faster than the terrorists are recruiting new suicide bombers?

The plan sounds simple but the execution is very difficult. Imagine how difficult it would have been to build a police force in the deep South immediately after the end of the civil war with the force composed of both Southerners and Northern soldiers. Then, you get an idea of how difficult it is.
