Even if they can't pull it off, and they figure they can't pull it off, and even if the network figures they likely can't pull it off, the tiniest chance that it could happen (say 1 in 1000) would still have an effect of chilling speech, as might even the thought that the network would have to go through a long expensive legal battle to fight off the attempt. Even if your sure of wining such battles aren't fun or cheap.

The language of the letter implies license revocation, in my opinion.

I think you're seeing what you believe. That could equally well be a reminder to honor their public trust.

Whether they could actually pull it off, now or in the future, can only be speculated.

It's risk assessment. If you can come up with a scenario in which they could successfully pull it off, I'll listen. I can't imagine one. There are laws and due process and politics to deal with. Never happen.
