Perfect example of junk science. Now although the statement is true, it really didn't need a study to show that the BTU's bound up in a gallon of ethanol are less than that in a gallon of diesel or gasoline. This is a given in Chemistry. The reason race cars use it is that it detonates at a higher compression ratio and has a better flame front propagation pattern. Again this has been known for decades. In fact if you have ever cooked on an alcohol stove on a boat and payed attention you would have discovered this.

In Europe, ethanol mostly only sells in countries, where it is tax-favored. However, some ethanol is sold directly without being tax-favored, but as far as I know, only in countries where the general fuel tax is high, so that the price difference between ethanol and normal fuel isn't a large percentage of the total price.
