Same reason that so many of us
write our posts as we do.

We write in a way that is like our spoken words.

When I tutored university students a few years ago,
a lot of them had trouble with poetry.

I said... "Read the poem aloud.... go ahead, read it."

Then, "Okay, now read it again.... and again."

It will mean more to you when you hear yourself reading it.
The more times you read it, the more you will understand...
Same goes for reading lines from plays aloud.

Poems are meant to be spoken.
That's why they have the visual structure
and the punctuation that you have mentioned.
