The work of getting the Spanish-American War going was primarily a William Hearst project, not a gov't project. He used his papers to promote the theory the Spanish had bombed the ship; it is now believed to have been an accidental explosion.

Waco: The gov't sat there for 50-some days. Koresh KNEW the federal gov't had a legal warrant and refused to let them execute it. What exactly was the gov't supposed to do?

The Constitution: Come on, author, we ALL know that the Constitution is subject to differing interpretation.

Pearl Harbor: First, the radar WAS working and detected the incoming Japanese planes. The detection was reported, but, because radar was new, was discounted as a malfunction. Also a US flight of B-25s was coming in about the same time. Some thought the radar may have detected them and made a mistake about approach direction.

Second, it was commonly believed that a torpedo attack on Pearl was impossible. US torpedoes required more depth than Pearl Harbor had to run. What was ignored or often not known was this problem had been solved by the British. They had sunk most of the Italian fleet in the shallow waters of Taranto using new shallow-water torpedoes. The Japanese DID take note of this and modified their torpedoes to also be capable of a shallow-water attack. Once they were shown to work, the Pearl Harbor attack was on.
