In the past, that hasn't necessary spelled "stall" in foreign relations. Remember JFK with a Dem Congress stood down the Soviets over missiles in Cuba. (Of course, there was a secret little rider about US missiles in Turkey they failed to mention.) I'm not sure the current crop of Dems are up to the old standard though.

Why a Carter II? It is less likely, but Dems at least used to be capable of being tough when they had to.
