If gave them the right to take the war to Hezbollah and

1 - If you think Lebanon can't control Hezbollah, than Lebanon is at least in that sense a failed state and Israel has the right to move in to Lebanon.

2 - If you think Lebanon government's could control Hezbollah but didn't want to than Lebanon's government is in effect at least an accessory and so Israel has just cause to wage war against Lebanon.

3 - If you think that effectively Hezbollah is part of the government of Lebanon (it does have members of parliament and in other ways is connected in to the ruling system) than Hezbollah's action was itself an act of war against Israel by Lebanon.

Hezbollah is ALSO a part of the Lebanese gov't, has members in both its cabinet and its Parliament. Claiming only Hezbollah attacked Israel is akin to claiming only the Democrats went to war with Germany, Japan, and Italy in WW2.
