I made the point about Tora Bora in reponse to the partisan bickering where the Bush folks blame Clinton for letting Osama off the hook when "reportedly" Clinton could have nabbed him. Likewise, I responded that Bush did the same with respect to Tora Bora where the US troops nabbed Osama's body guard/driver but let Osama slip for whatever reason.

So there is plenty of blame to go around for as long as Osama is not brought to justice. It is not a Bush or a Clinton issue; it is an American issue.

We are being laughed at by the world for our bickerings resulting from the elusive Osama situation.

I'm not saying that more troops were not requested, or that more troops should not have been supplied, but the whole "Bush let OBL go free" argument relies on a series of questionable assumptions.

Nor was I making that argument. My point is that when it comes time, and perhaps it's close to it, to begin serious assessments of the Bush strategy since 9-11, one of the items on the table will be the entire Tora Bora business. One of the pieces of evidence that will be placed on the table will be this request and its denial. Whether it is an incidental part of that assessment or a central part depends, as far as I'm concerned, on a great deal neither of us know at the moment. A portion of that is how many troops were actually needed and where they should have been placed.

But the one thing we can be more than fairly certain of is that those books will be written.
