With declining SUV sales, I can imagine the USA isn't in a hurry to build new refining capacity.

It's probably cheaper to do it in producer, or cheaper, countries and import finished products.

I can imagine getting environmental approval in the USA would take the best part of a decade [or longer if it's not in the middle of nowhere, 1000km from a house].
