One would assume that, considering they plan to offer drop-in quad core replacements to existing dual core machines. TDPs designed into the boards cannot be retrofit, thus the new CPU has to hit lower TDPs/core to fit the overall, pre-set envelope.

Why do you believe 65nm process won't do much for performance??? It certainly helped IBM.
