The paradigm of the internet will bring more and more new laws to the books as it matures. I remember when it was non-graphical and university based. I had a small advertising business for the 95% who were non-internet at the time. I would take their product/service and advertise it on the pertinent newsgroups which were all text at the time.
That was when uuencode and uudecode was needed for .jpg's, etc. Streaming video was years away, etc.
