Nice to hear Chafee focusing on "honesty, thoughtfulness and independence" as the keys to his primary victory. Much more appealing line for the political center than "STFU and get in line!"

Members could no longer vote for 1,000-page spending bills while claiming they didn't know about the fiscal mischief inside. They still could claim it, and it could be true. 1000 or more page bills are too complicated to easily understand. The report of earmarks would be a good thing, but some of the earmarks themselves could be complicated, or might not be very controversial at the time they are passed. The worst cases of pork might hopefully be reduced (but I'm not holding my breath). A case in point is the HHS-Education spending bill, which so far contains 1,867 earmarks at a cost of just under $500 million. Even if such bills are not exempted, when you have 1867 earmarks to deal with in one bill it can be hard to analyze their merits.
