OK. Show me where the Constitution gives the US the right to commit the armed forces to the enforcement of its (UN) binding resolutions.

The constitution gives the president authority as commander in chief and gives congress the power to declare war. To be so specific as to mention the UN (even if the UN had existed at the time) would have been unnecessary even silly. The government of a sovereign state has control over its military and can order its deployment.

It is the constitutional perogative of the Executive to conduct foreign policy on behalf of the American people, within restrictions and authorizations place upon it by the Legislative branch (specifically the War Powers Act).

And whether the President pledges US support to the UN, or NATO, or SEATO, or any other treaty that has been ratified by the Congress makes no difference.

I don't even want to get into why we don't enforce resolutions about Israel

No.. let's get into it WR. Show me ONE UNSC resolution against Israel that has been passed under Chapter VII of the UN charter. Please.. show me.. There aren't any..

They are all passed under Chapter VI.

And again.. you can quote all the "waffling" UN ambassadors and politicians that you want. But the implicit logic is that military force WAS being used against Iraq on a regular basis in the years prior to UNSC 1441.

Show me where there was an additional UNSC resolution that authorized Operation: Desert Fox (Dec, 1998)??

No.. it was all conducted under the existing mandate under UNSC 678.

In reality, Bush never needed to obtain UNSC 1441. But he did so at the urging of Powell and succeeded in having it unanimously passed.
