"Forms of life" is rather unclear.

There are many species, orders, kingdoms etc. Are a Great Dane and an e. coli the same "form of life"? What about a virus or a prion?

If one shuffle leads to a extremely dominant primitive form of life that takes over the world (or who's still primitive descendants take over the world) there is less room for new shuffles, and if they do occur they might get snuffed out by the descendents of this one shuffle.
