Some of them didn't think so. Or didn't think so before they thought so. They were idiots, or they are dissembling now. It was very clear that this was a vote for war, even tho not actually declaring it.
Too bad Congress doesn't have the balls to defund it. That would be fun; would Shrub scrounge funds from elsewhere? Is that impeachable? Can his veto be overridden?
I hope it doesn't take 13 years like this one did...

Unfortunately, a little late... 29 Mar 73 - 67 more US P.O.W.'s were freed in Hanoi. The same day, the US withdrew its remaining 2,500 troops from South Vietnam. This date also marked the actual end of military involvement in Vietnam.
