If your talking about carbon/water based life as one shuffle and other forms equaling other shuffles than the shuffle isn't so complex as it would seem when you look at advanced life forms. The basic carbon based building blocks (amino acids, RNA, etc.) are a much less complex mousetrap than a person or a rose bush.

The simple building blocks of carbon based life have been created from non-organic compounds in labs and also evidence for them has been found by observation of space. Its not to hard to get to organic/carbon based compounds.

Life could in theory be based on other elements or compounds. They all seem to have some problems but that doesn't make them totally impossible. But I think the shuffling should properly refer to the way carbon based life organizes itself. Carbon forms are fairly easy, at least in their most basic state. Non carbon forms are more problematic and also might require different conditions than what we have on earth.
