I think we would go if we had a formal request from Iraq's government to leave. Esp. if it came from both the prime minister and a majority vote of parliament. If we didn't we would then be something more like an occupying power (although if we don't actually attempt to rule that still might not be a totally accurate term), but that wouldn't mean we are one now.
