When we were the occupying power of Iraq we "gave ourselves" such immunity, now we have it by agreement with the government, it might be a fairly one sided agreement (they need our help so they give in to something they don't really like) but it isn't at the point of the gun ("agree or we will kill you and/or attack your government").

There is nothing that they can do to stop us because we are more powerful. Being the most powerful force in a country doesn't make you an occupying power. An occupying power is the government of a country, or over a territory. We are not the government of Iraq.
