I'm not suggesting using people at lab rats.

I am suggesting you do lab tests to determine exactly what the devices do physically, then maybe you test against animals (or maybe for devices that have been determined to be very safe, willing human test subjects who probably get paid for it, or at the people actually developing the non-lethal weapons doing testing on themselves).

Eventually if you have strong confidence in the safety of such weapons than you can use them for non-lethal police purposes. That's not making people in to guinea pigs anymore than using tear gas to flush criminals or disperse riots is making people in to guinea pigs. After the weapons have been shown to be reliable and effective then they might be taken up for battlefield use.
