Everything Bush promised in 2000 was a lie. He said he'd be the environmental pres (worst pollution pimp in history), the compassion conservative, humble foreign policy, no nation building, would fix education (No Child Left Behind turned out to be a fraud), honesty and dignity back to DC (most dishonest bunch of crooks ever), give tax cuts to the people (90% of them are to the super rich) and balance the budgets (bigger deficit spender than all prior US presidents put together). Not only that everything Bush has touched has failed in a big way. The only thing he'd good at is stealing elections and scaring idiots into thinking he cares about protecting them. Katrina proved he doesn't care.
