That is essentially the Bush team's plan. The out of control spending is all part of the broader plan to render the federal government bankrupt and ineffective at regulating private industry. Who is it that votes for such poor public policy?!? You would have to be an idiot to support such measures unless you are lucky enough to be amonst the top 1% elites, then it does not matter.
