Shorting a stock is a viable way to express one's estimate that the stock price will decline. Naked Shorting a stock is counterfeiting, just like printing ones own money. Only in the case of naked shorting, the manipulator hasn't got the gonads to face the cashier as he passes the fake note.

So for me, there is no doubt that shorting happens. Anyone that denys shorting doesn't know much about the market.

Non-CNS Clearing settlement happens as well. And as long as it does, there will always be the temptation to just log in the SFTD's and balance the books with another B/D that holds your paper.

But you already know all that. You have Brains Hanging Out ;-)

Also , regarding Offshore / Canadian shorting....it's my
understanding that it's naked shorting. Is that true , and if

Then why are shares called in ? I thought it was due to an
imbalance between long and short positions at the brokerage ?

They are called in by those who have fully paid for their stock and want the certificate mailed to them,, because so many transactions are done on margin inthe US ..the bigger stocks are easier to short but the ones that are the most profitable are the ones you cant find stock for..thus you must leave the US borders to place those trades..or put up a million bucks abd start a Market making Firm on NASDAQ but then you got to put up with the NATIONAL ASSOCIATION of cant SEE D**K . yuck..
