Simple, name some taxes that don't penalize one group and/or reward another group. There are some, but they are few and far between.

So you admit there are some. Even if there where none it wouldn't change the point. Such taxes as certainly possible. Also even if if all taxes where interventionist some are more so than others. The point is that usually more interventionist and narrow taxes are a bad idea.
