Remember hearing about, I think it was California, with the higher mileage vehicles coming out, they were going to start taxing per mile instead of each gallon?

But by taxing per gallon, you are taxing the gas guzzlers more than those who drive economical cars, simply because they drive less efficient vehicles and use more gas.
