What I said was "If torture worked, they would have won, and I meant you to infer the corollary: but since torture doesn't work very well, and repression can be hit or miss, they didn't win."

My earlier point, made to JohnM (I think) was that torture is not only unreliable as a tool, it doesn't work well as a deterrent either- especially not against a population that has any significant number of rebels, because the rebels tend to use torture, and repression, as rallying tools.
