I recall the Army making wr against Mexican bandit/raiders/terrorists. I also recall war was made against the pirates.

From that day until now, pirates have held a unique status in the law as international criminals subject to universal jurisdiction—meaning that they may be captured wherever they are found, by any person who finds them. Rather comical of you... what rule book do you use? War is war, and any identifiable group that attacks us is subject to our response... you need to stop playing paddy cake and defending those who want to murder you and your family, give them half a chance and they will...

I'll have to disagree with you on this one....

I believe that a nation CAN 'make war' on non-nations or non-state-actors... and I believe that the converse is equally true: non-state actors can make war on nations as well.

(Even if this state of affairs doesn't exactly fit in the 19th. & 20th. century 'rule book' defining the 'sovereign powers' of nation-states, recognized under international law.)

In case you haven't reflected on these points much recently: when was the LAST TIME you saw a country actually DECLARE a war, anyway?

And, with all the crap language about 'war on drugs', 'war on poverty', 'war on AIDS', 'war on what-have-you'... I'd say that the old rule books were torn up a long time ago.
