Where does it say that in the constitution? Answer it doesn't.


That's what courts do. Its why judges study the law. A president can state he thinks a law is unconstitutional and ask a court to look at it. But to determine that 750 pieces of legislation are unconstitutional on his own without any discussion and then executing signing statements saying he won't abide by the legislation is an example of a president who is trying to increase the power of the presidency while avoiding the checks and balance system.
