You are assuming that Bulldozer is primarily aimed at the mobile market. I think it is pretty clear that AMD is aiming it at the commercial market just as much, if not more.

AMD is going to mess with Intel's model for the market. Given that Intel has fallen back on AMD's traditional one size fits all approach to processors, it makes sense that AMD tries to segment things in a different way. Mobiles have a lot more in common with commercial desktops than they do with servers and desktops for the home market. Home desktops have to take into consideration gamers so floating point and the ability to add in various types of video cards is a factor. But mobiles and commercial desktops don't have those requirements for the most part. So emphasis on low to medium power consumption and integrating some lanes of PCIe for graphics and peripherals is the way to go. The graphics don't have to be much, enough 3D capability for Aeroglass is all. Now true, that is more video capability than needed a few years ago, but 16 lanes all together is likely enough. Probably less is needed. So the chipset is reduced to video, disk I/O, networking and some minor peripherals. Definitely a single chip affair.

So the segmentation becomes mobile/commercial desktop. Single socket only, low power and higher integration. Dual core. Home desktop which is one and two sockets and is dual and eventually quad core. Servers which are all quad core and dual socket on up. Workstations which are somewhere between home desktop and servers.
