What would have happened if Gore was president.

There is no way for that scenario to be anything but a hypothetical. Even if Gore does become president in the future (which is unlikely) it still doesn't answer the question.

There is no reason to believe that Gore's policies would have been significantly different from that of Clinton.

There is no way to know that they would be exactly the same. More importantly even if they were exactly the same (or if Clinton had a third term) there is no way to know for certain what the results would be. Speculation about what the results would be, even the best most solid speculation, is the very definition of a hypothetical.
