I guess you haven't been in many buildings. Elevator lobbies, main building corridors, etc. are often the same on each floor. Air pressure might have been forced down a corridor and blown out windows near the ends of the corridors, or something similar. That's a million times more likely than the US government planted explosives that just happened to blow out the same window on several floors without looking like an explosion, just a blown out window.
