New Zogby poll has Bush at 39% and 61% disapprovals. That's from September 12-13. Gallup has been Bush the highest ratings of any poll in recent months. Even more than Fox. But the real issue here is not even Bush it's congress. democrats continue running 14% ahead per the Cook Report. And in 1994 when dems lost the house, Clinton was well above 40%.
