Correct, Kerry volunteered for Vietnam, where he knew he'd be in combat. That's all there is to say. Both Bush and Cheney evaded going to war using every trick in the book plus Bush just plain disappeared and went AWOl, relying on his powerful last name to get him off so he could slide out of duty 2.5 years early and hide out at Harvard Business School. Kerry served six years in all, two tours of duty. And he was a true hero. There is no spin you can put on that to make that go away. There is also no use trying to pretend Bush didn't evade duty and lie about it. In his autobiography, Bush lies many times, saying he was ready to serve in Vietnam and willing. Yet on the actual form he signed, you can see he specifically refused to go to Vietnam.
