Aside from eliminating mask cost, isn't the attractiveness of FPGA's also due to ease of re-programming ?

Besides, even with no mask, it still takes weeks to process a wafer with all the chemical steps, right ? Whereas up-loading an FPGA program is instant.

Those would not be PRODUCTION prototypes. Costly masks for production prototypes would still be necessary. In fact, PLDs for proof of concept would be cheaper.
