Actually, that's a very good and very open question.
The PM has a lot of power under 'royal prerogative', the residual right of the kings, which has never been removed. This includes the right of the monarch to declare war. However it hasn't really been used... and now it's under some debate how this can or should be allowed.

In times of formal inter-national war, it's been clear enough, but we have no concept of a 'war on abstract noun' and so he WOT fails to qualify. We think. However the disapproval of much of the population, and indeed of the PLP, is also important.
