Your comment focuses on a functional justice system, ownership is a secondary issue in this. Powerful people everywhere try to tilt the table of rules against the not powerful. You need a system of justice to prevent this from occurring and to correct it when it does.

De Soto spends a great deal of time stating that the moneyed elites shelter themselves behind a Byzantine bureaucratic and legal bastion that makes it nearly impossible for anyone, but the most determined and financially stable, individual to actually license their property, or establish their business.

For your reference, I have washed many rental cars while I used them. So I would agree that,

"In the history of the world, Larry "Fat-Boy" Summers has never washed a rented car."

which says more about the degenerate personal habits of Larry "Fat-Boy" Summers, than it does about economics.
