Homosexual rape is used as a tool by the prison system. California AG Bill Lockyer gave this away when he said in 2001:

Our prison system is a hellish disgrace

The prison system has two functions:
1 - punish
2 - separate the criminals from the law abiding citizens so they can not hurt us.

Prisons do both well.

The biggest problems come when we do not keep those two functions as the top goals. Other goals such as "reformation" need to be way down the list.
