One can reasonably argue that the specific bills Bush called unconstitutional were not. That doesn't say anything about the larger issue. If not a single one was (and I think there is very little chance of that) than it would merely be a case of Bush making the type of signing statement that he is making about the wrong laws, it wouldn't invalidate the idea, merely Bush's use of it.
