In CA, yeah, I think we can testify to that. A special blend is required b federal regs here that is used by no other state. It's more expensive (of course) AND makes the state subject price spikes for multiple reasons, including refinery breakdowns, explosions, and fires. Or just ordinary maintence downtime. No terrorist attacks- -yet.
