<Typically "WE" do not investigate such incidents by other countries>

I think the facts speak otherwise. Israeli use of American cluster bombs for example was investigated by the Reagan administration -- Israel was found to be using them in way we prohibit and we refused to ship these weapons to Israel for a period of six months. The same issue is said to be under investigation again right now -- and if Israel is found to be again using them in a way that violates our agreements then we should take action -- and in my view it should be more than a wrist slap this time. The same standard should be applied to all the money and weapons we provide to Israel. If Israel targets non-combatants then we should review our military support for Israel. If Israel does nothing more than defend itself in a legitimate manner then by all means we should continue to support Israel. But to determine the facts is beyond your ability or mine -- we need and should expect and demand a thorough and conclusive investigation into Israeli targeting of non-combatants using our money and weapons.
