They don't know what's going to happen in the next 3-5 years, though they do know they will need more shares than were authorized before. Instead of increasing by a small number and then going back for a shareholder vote each time, they just increase by a substantial number now.

Just because they increase to 160 mill. from 50 mill. doesn't mean they'll use them all. Look at the authorized vs. outstanding for other mining companies. Most have far more authorized than outstanding.

In fact Phelps Dodge recently tripled their authorized and Teck Cominco is authorized to issue an unlimited number of shares. Frome Teck's annual report:

The Company is authorized to issue an unlimited number of Class A Common shares, Class B subordinate voting shares and preference shares.

I think you're reading too much into authorized shares. Just because a company's authorized for a certain number of shares doesn't mean they're going to be used. Maybe they should have gone the Teck route and changed it to unlimited so people wouldn't misconstrue this action.
