This is not a war Nato can win. the only people who can win it are the Afghans. Let them win it. In the mean time even if only some of the Afghans take the offer, and those fighting see that they will live in shacks while those who are no longer fighting will have warm comfortable homes the rest will be tempted. At least the offer will have been made, what have we lost if no one takes it? OTOH we do have much to gain. If no one takes it we should be out by Christmas.
