Ok, it wasn't clear you were talking about all leaders for all time, so...

With the narrower statement, given that you regard even it as questionable, then who would be higher ranked choices, in your opinion?

It's generally agreed that Bush Jr. is the worst president ever, not the worst person ever. That pretty much limits it to American leaders.
