Because Canada claims to be a peacemaker and wants to send Military to help rebuild war torn countries. Because often the military are necessary in cases of floods and disasters, like the national guard during katrina. Because under International Law if you cannot protect your land or your waterways they can become international passages. The only way canada can control it's coast and what happens there is by being able to patrol it. Apparently the two guys in the rowboat idea is not working very well against oil tankers.
