Property taxes to pay for local schools?

There are some problems with them. People may own property outright but be forced to sell it as the assessed value goes up and they can't afford to pay the property taxes. Also property values have a boom and bust component that is typically greater then income. As property values go up local governments get a lot more money, (even if rates go down they rarely go down fast enough) and often start new programs, increasing long term local government spending. As property values go down local jurisdictions can have severe fiscal problems.

The one good thing I can think about using property taxes is that the compliance cost is low.
