I hate to sound like Clinton, or a lawyer, but doesn't it depend on the meaning of "torture"? And doesn't it also depend on whether torture actually works? I don't have an answer for either question, by the way, I just question the assumption that causing pain without injury is "torture," and the assumption that torture or coercion is pointless. BTW, it wouldn't take much torture to get me to spill any and all beans. Nobody should trust me with any deadly secrets and expect me to withstand pain. ;^)
